Vote to pass a bill that establishes a foster care bill of rights for foster youth in the state of Colorado.

Highlights:

• Establishes a statutory bill of rights for children and youth in foster care in the state of Colorado, including youth participating in the foster youth transition program (Sec. 1).

• Exempts youth retained by or committed to the care and physical custody of the division of youth services (Sec. 1).

• Requires the office of the child’s representative to develop a written notice of their rights, and a county department of human or social services shall provide each youth who is 5 years or older with written notice in the youth’s primary language at the time of their initial placement (Sec. 1).

• Specifies that the provisions of this bill shall take effect immediately 3 months after the final adjournment date of the current state legislative session, and only if approved by voters following the November 2024 general election (Sec. 3).
