Title: Establishes a Foster Care Bill of Rights
Vote to pass a bill that establishes a foster care bill of rights for foster youth in the state of Colorado.
Establishes a statutory bill of rights for children and youth in foster care in the state of Colorado, including youth participating in the foster youth transition program (Sec. 1).
Exempts youth retained by or committed to the care and physical custody of the division of youth services (Sec. 1).
Requires the office of the child’s representative to develop a written notice of their rights, and a county department of human or social services shall provide each youth who is 5 years or older with written notice in the youth’s primary language at the time of their initial placement (Sec. 1).
Specifies that the provisions of this bill shall take effect immediately 3 months after the final adjournment date of the current state legislative session, and only if approved by voters following the November 2024 general election (Sec. 3).
