Title: Requires All Meat Plants to be Inspected by State Before Federal Approval to Open

Highlights:

  • Prohibits use of “food additives” defined as pesticide, color addictive, animal drug, dietary supplements or radiation (Sec. 1). 

  • Requires the inspection director to supervise state meat inspection and enforce provisions of the Meat Inspection Act (Sec. 2). 

  • Requires slaughtering establishments, which have been granted state meat inspection services, to notify inspection directors of hours of slaughter, only permitted eight hours a day. (Sec. 5). 

  • Requires inspectors to mark and label meat products as “New Mexico Inspected and Condemned” if the products are found to be adulterated (Sec. 7). 

  • Establishes the punishment for violating the Meat Inspection Act to be a misdemeanor for those who engage in unfair trade and misbranding (Sec. 11).  

  • Establishes the following as exempt from provisions of the Meat Inspection Act (Sec. 12): 

    • A person who slaughters or prepares livestock for personal consumption; or 

    • A person who transports dead, dying, or disabled animals. 

  • Requires the methods of slaughtering livestock to be humane, as outlined in the Meat Inspection Act (Sec. 19). 

  • Establishes the effective date of provisions to begin July 1, 2024 (Sec. 20).
