Highlights:

• Appropriates billions in fiscal year 2024 supplemental appropriations to the Department of Defense (DOD) and the Department of State for activities to respond to the attacks in Israel and specifies the funding as emergency funding, which is exempted from discretionary spending limits (Title I, Sec. 101).

• The Foreign Military Financing Program.

• Specifies that the aforementioned State Department funding shall be provided for the following purposes, including for (Title I, Sec. 101):

• Increasing security at U.S. embassies impacted by the attacks on Israel; and

• Conducting emergency evacuations of U.S. government personnel and citizens in the region.

• Expands the authorities of the President to transfer defense articles and services from DOD to Israel (Title I, Sec. 101).
