Title: Limits When School Tax Referendums can be Presented to Voters

Vote to pass and amend a bill that establishes limits on the frequency of school tax referendums.

Highlights:

  • Authorizes a school corporation to place property taxes to pay debt services on bonds or lease rentals, with the exception of political subdivisions (Sec. 2). 

  • Requires the department of local government finance to review the language of the public question and evaluate if it contains biased language in support of, or against controlled projects (Sec 2.).

  • Establishes that a person who owns property within a political subdivision may file a petition with the local government finance, however, the petition must be filed no more than 10 days after the political subdivision's decision (Sec. 2). 

  • Requires the county auditor to certify the average percentage of property tax increase on a homestead to be paid to the political subdivision (Sec.2). 

  • Establishes that if a public question, in regards to controlled projects, is on the ballot to be voted on, the political subdivision shall submit to the Department of Local Government Finance a detailed report of the proposed controlled project (Sec. 2).
