Title: Requires Third Graders Who Fail Certain Reading Standards be Held Back
Vote to concur with house amendments and final pass a bill that requires third graders who fail to read at certain standards to be held back in the state of Indiana.
Authorizes the state to prescribe summer school education for public school students (Sec. 5).
Establishes that if the student does not receive at least a 90% attendance rate they will be required to participate in an individual reading plan (Sec. 5).
Requires the state board to approve two or more benchmark assessments to students, in Kindergarten to grade 2, to ensure students that require remediation may receive a grant (Sec. 11).
Requires additional evaluations to be administered in the 2024-2025 school year if the retention of a student in grade 3 has been provided remediation and has not achieved a passing score (Sec. 12).
Authorizes the parents of a student who has been retained in the third grade to appeal to the students retention, barring these following conditions: (Sec. 14).
The student has already been retained in grade 3;
The student has an intellectual disability; or
The student is an English learner and has received services for fewer than 2 years.
