• Establishes an independent Citizen's Redistricting Commission in Sacramento County to adjust the boundary lines of legisltive districts (Sec. 1).

• Specifies the board shall consist of 14 members and 2 alternates with political party representation being as proportional to the number of registered voters in Sacramento County and membership requirements as follows, including,(Sec. 1):

• Being a resident of Sacramento County;

• Be a voter who has continuously registered in Sacramento County and has not changed political parties; and

• Has voted in at least 3 of the least statewide elections.
