Vote to adopt a conference report vote and pass a bill that requires Correctional facilities provide a minimum of 4 hours a day out of a cell for individuals placed in "restorative housing," or solitary confinement.
Defines terms related to mental healthcare (Sec. 1).
Specifies the conditions by which a convicted person may be moved to restorative housing (Sec. 1).
Authorizes convicted individuals to refuse placement in a restorative home if the person removes their consent for the placement (Sec. 1).
Specifies that an incarcerated person may receive a minimum of 4 hours of out-of-cell programing (Sec. 1).
Specifies that individuals in restorative housing may receive the similar accommodations to the normal prison population as reviewed on a regular basis (Sec. 1).
Specifies that a convicted person may receive less than 4 hours of out of cell programming if there's a lockdown imposed (Sec. 1).
