Specifies that any individual who is required to sign up for selective service and does not cannot be employed by a state agency (Sec. 1).
Requires state agencies to ensure that applicants are compliant with selective service requirements before employment (Sec. 1).
Specifies that individuals who renew their motor vehicle licenses at the department of motor vehicles consent to having signed up for selective service (Sec. 1).
Requires the department of education to inform students of ninth grade and older about the requirements to sign up for selective service (Sec. 1).
