Highlights:

• Amends and outlines fundamental parental rights regarding student records, including, but not limited to the following (Sec. 1):

• Directing the education of their child, including the right to choose public, private, religious, or home schooling;

• Accessing and reviewing all written and electronic education records relating to the child that are controlled by or in the possession of a school;

• Directing the upbringing of their child;

• Directing the moral or religious training of their child;

• Making and consenting to all physical and mental health care decisions for the child;

• Accessing and reviewing all health and mental records of their child;

• Consenting before a record of their child’s blood or dnA is created, stored, or shared;

• Consenting before a government entitiy makes an audio or video recording of their child, unless directed by court or law enforcement.

• Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the governor (Sec. 10).
