Vote to override a governors veto and pass a bill requires more detailed accounting of the state revenue available to lawmakers to spend each fiscal cycle.

Highlights:

• Requires the Revenue Estimating Congress to establish an official forecast of the fiscal year and shall include (Sec. 24): 

• A forecast for the current fiscal year, the ensuing fiscal year, the two fiscal years following the ensuing fiscal year of all funds;

• An estimate of money available for appropriation from fees and self-generated revenues and each dedicated fund for each such year; and 

• A designation of all money that is recurring and non-recurring.

• Requires the executive budget to present a complete financial and programmatic plan for the ensuing year that is formatted in a way that clearly presents and highlights the operations and financial requirements of the state department (Sec. 36) 

• Requires the executive budget to have a performance based budget and key objectives and performance-based indicators. (Sec .36).

• Requires the executive budget to have (Sec. 36):

• A listing of all incentive expenditure programs by department, including the forecasted amount of each incentive expenditure as adopted for the concurrent fiscal year by the Revenue Estimating Conference; and

• A summary of the information and analysis of the sufficient revenues projected in the most recent official forecast done by the Revenue Estimating Conference.

• Requires the General Appropriation bill to contain an appendix focusing on potential budget improvements (Sec. 51).
