  • Specifies that individuals who send out information to the general public with the goal of soliciting, urging, or encouraging the public to influence legislation must report themselves as a grassroots lobbyer (Sec. 1). 

  • Specifies that they must make the following statements with the following time constraint  (Sec. 1): 

    • 24 hours after the campaign is debuted to the public; 

    • Beginning on the 30th day before a regular legislative session convenes and continuing through the date of final adjournment of that session

    • Beginning on the date that a special legislative session has been called or 30 days before the special legislative session is scheduled to convene, whichever is later, and continuing through the date of final adjournment of that session;

    • Within five business days of the initial presentation of the campaign to the public during any other period.

  • Specifies that the registration must include the following information (Sec. 1): 

    • Each funding source from the campaign including the following;

      • The general treasury fund; 

      • Special solicitations;

      • Other funds. 

    • Other information required by the report. 

  • Specifies that any advertising produced by the campaign must meet the following requirements (Sec. 1). 

    • Includes the sponsors name and address; 

    • Whether the sponsor is a political committee; 

    • If the communication costs more than $1000;

    • The top five contributors include political action committees.  

  • Specifies requirements on how information may be presented on campaign materials to ensure public knowledge (Sec. 1). 

  • Requires the submission to adopt rules to prevent circumvention of the regulations regarding grassroots political lobbying (Sec. 1).
