Title: Prohibits Online "Junk" or Hidden Fees

Vote to concur with house amendments and pass a bill that prohibits online "junk" or hidden fees.

Highlights:

  • Prohibits advertising, displaying, or offering a price for a good or service that does not include all mandatory fees or charges unless the charges are taxes or fees imposed by a government (Sec. 3).

  • Specifies a rental company is not in violation of this act if they exclude from the advertised price the vehicle charges that are disclosed to the consumer in compliance with the above provisions (Sec. 4). 

  • Specifies that a landlord is not violating this act if they exclude a fee or charge in accordance with the above provisions (Sec. 6).

  • Specifies that a dealer’s license holder is not in violation of this act if they exclude from the advertisement the price of (Sec. 10):

    • The vehicle tax;

    • Registration fee;

    • California tire fee;

    • Emission testing charge not exceeding 50 dollars;

    • A certificate fee;

    • A finance charge;

    • Dealer document processing charge; or

    • A vehicle transfer charge. 

  • Specifies a motor vehicle manufacturer is not in violation of this act if they advertise the motor vehicle manufacturer’s suggested retail price set by the manufacturer (Sec. 11).
