Title: Authorizes Unionization of Legislative Staff
Vote to concur with senate amendments and pass a bill that authorizes legislative staff to unionize and collectively bargain.
Establishes the Legislature Employer-Employee Relations Act (Sec. 1).
Establishes the Public Employment Relations Board (Sec. 1).
Authorizes that except under certain circumstances, employees of the California State Legislature have the right to participate in union organizations and to collectively bargain and meet in good faith (Sec. 1).
Defines “Employer” (Sec. 1).
Requires the employer to meet and confer with representatives of the employee union regarding matters related to employee representation (Sec. 1).
Classifies the stoppage of any duty of the Board as a misdemeanor (Sec. 1).
Requires the state reimburse local agencies and school districts for certain costs mandated by the state for the purposes of furnishing this act (Sec. 1).
Prohibits the retrieval of record about employer’s deliberative processes, and evaluations to non-unionised employees (Sec. 1).
