Title: Prohibits Law Enforcement Officers from Making Traffic Stops for Lower-Level Violations
Vote to pass a bill that prohibits law enforcement from making traffic stops for lower-level violations such as vehicle registration issues or an unlit taillight.
Prohibits a peace officer from stopping or detaining the operator of a motor vehicle or bicycle for a low-level infraction (Sec. 3).
Specifies that a violation of these provisions is not grounds for a defendant to move for return of property or to suppress evidence (Sec. 3).
Authorizes law enforcement peace officers who do not have grounds to stop a vehicle or bicycle, but can determine the identity of the owner, to send a citation or warning letter to the owner at their residence (Sec. 3).
Authorizes local authorities to enforce a nonmoving or equipment violation of the Vehicle Code through government employees who are not peace officers. (Sec. 4).
