Title: Authorizes Higher Education Financial Aid for Youth Mentors
Vote to concur with house amendments and pass a bill that authorizes expanded financial aid to youth mentors.
Establishes the youth mentorship assistance grant pilot program and establishes the board which will make rules concerning the program (Sec. 1).
Specifies that the board shall have decision-making authority over the following matters (Sec. 1):
Which mentorship programs are valid;
Establish a priority for mentorship programs from urban and rural settings;
Establish a cap on potential scholarship earned through the program;
Establish priority selection in grant selection for mentors that are determined to have greatest financial need;
Specifies how a mentorship program can become approved and the requirements for approval (Sec. 1).
Specifies that individuals who have been convicted of a felony shall be prohibited from applying for the program (Sec. 1).
Specifies the process by which an individual can apply to the program (Sec. 1).
Specifies how the board shall establish policies that ensure that program money is used specifically for education purposes and ensure program compliance (Sec. 1).
Specifies that this program shall make a list of approved mentorship programs by January 1st 2024 (Sec. 1).
Defines terms related to the grant pilot program (Sec. 1).
Appropriates $100,000 for the department of higher education for use by the Colorado opportunity scholarship board (Sec. 2).
