Highlights:

• Requires the Public Utilities Commission shall assess barriers to electricity interconnection and energization and provide recommendations on how to best accelerate those processes (Sec. 2). 

• Requires the Commission to issue a written report of the legislature concerning activities done by the commission including how much funds were expended and summary of contracts, grants, and loans issued (Sec. 3). 

• Establishes the Voluntary Offshore Wind and Coastal resources Protection Program for the purpose of developing offshore wind facilities (Sec. 4).
