Vote to pass a bill that authorizes the release of certain juvenile justice records to the public.

Highlights:

• Establishes a pilot program entitled the Truth and Transparency in the Louisiana Criminal Justice Pilot System Pilot Program and requires the program to provide the public electronic online access to all minute entries involving juvenile criminal court, traffic violations exempt (Ch. 43, Sec. 1).

• Defines “minute entries” for the purposes of this bill as the following information, including, but not limited to (Ch. 43, Sec. 1):

• Any information available regarding arrest or summons information relative to the defendant;

• Any custody or bail decisions;

• The filing, amendment, or dismissal of criminal charges;

• Hearings on all motions or status conferences held in the matter;

• Trial or adjudication proceedings;

• Court or jury decisions on guilt or adjudication;

• Any sentencing hearings, including the specific sentence or sentences imposed on each count or adjudication;

• The date of the court proceeding;

• Words in struck through type are deletions from existing law; words underscored are additions; or

• Identity of the judge presiding, the prosecutor present, the defendant, or defense counsel, if counsel is present.

• Prohibits juvenile’s medica, mental health, social, school, and any records related to the victime of a crime from being made available to the public (Ch. 43, Sec. 2).

• Specifies that the provisions of this bill shall become effective upon passage and approval of subsequent appropriations funding the pilot program (Ch. 43, Sec. 3).
