Title: Prohibits Increasing of Rent Rates in Manufactured Homes If Raised in Previous Year

Vote to pass a bill that prohibits increases in rent in manufactured homes if the rent rate was raised by 5 percent or more in the previous year.

Highlights:

 

  • Specifies that individuals may qualify for a lot rental assistance program if their home does not meet qualifications and regulations regarding manufactured home quality (Sec. 1). 

  • Specifies that The Delaware Manufactured Home Relocation Authority shall send out written notices regarding the lot rental assistance program to give to the members of the community (Sec. 1). 

  • Requires that The Office of the Manufactured Housing Ombudsperson hold at least 2 informational meetings per year about the various programs on offer to help assist manufactured home owners (Sec. 1).

  • Specifies that a community owner must submit certification each year that the owner has complied with the requirements of this section (Sec. 1). 

  • Specifies that A community owner may not increase a tenant’s lot rent by greater than 3 percent for any reason  if the lot rent was increased by 5 percent or more within the earlier of 12 months preceding (Sec. 1).
