  • Educational needs of plan students by examining culturally appropriate practices across the state and nation.

  • Address the disproportionate rate of disciplinary incidents involving plan students;

  • Increase parental engagement in education plans;

  • Increase engagement of plan students in educational before and after school activities;

  • Requires that the department submit a biennial report on progress of the plan and award grants to Early Learning Hubs in order to implement the strategies provided in the plan (Sec. 1).

  • Specifies that this Act takes effect on its passage in order to preserve the public’s peace, health, and safety (Sec. 14).
