Title: Authorizes Personal Income Taxpayers to Voluntarily Report Taxpayers Self-Identified Race and Ethnicity
Requires the department of revenue to attach to personal income tax returns self identification regarding taxpayer’s race and ethnicity
SPecifies that the self-identification must meet the following requirements (Sec. 2):
Allow taxpayers to choose from several different ethnicities and racial groups
Allows for the selection of more than one identifier
Joint returns allow for multiple people to choose identifiers
Be accompanied by a statement on the purpose of the data collection
Be entirely optional to complete
Requires the department of revenue to maintain and store data collected and to ensure that the data is only accessible to the research section staff, the legislative revenue office, the Oregon department of administrative services, and other department staff specifically assigned to collection (Sec. 4).
Specifies that this data may be used for the purpose of development of racial impact statements, the analysis of proposed administrative rules and budget requests, the response by the department to certain requests for information about the legislative assembly (Sec. 7).
