• Requires the department of revenue to attach to personal income tax returns self identification regarding taxpayer’s race and ethnicity 

• SPecifies that the self-identification must meet the following requirements (Sec. 2):

• Allow taxpayers to choose from several different ethnicities and racial groups 

• Allows for the selection of more than one identifier 

• Joint returns allow for multiple people to choose identifiers 

• Be accompanied by a statement on the purpose of the data collection 

• Be entirely optional to complete
