Vote to pass a bill that establishes new criminal penalties for street racing and gang activity.

Highlights:

• Expands the offense of organizing a speed racing event to include participating in obstructing or barricading a highway or assisting in placing obstructions or barricades (Sec. 1).

• Classifies organizing a speed racing event as a Class A misdemeanor and as a Class C felony if it is a person’s second or subsequent conviction within a 5-year period (Sec. 1).

• Expands the offense of reckless driving to include (Sec. 2):

• Operating a vehicle on a highway or premises open to the public and in the presence of 2 or more people spectating;

• Intentionally breaking the traction of the vehicle’s rear tires;

• Or continuously spinning the rear tires by increasing engine speed in a manner that leaves marks on the street surface.
