• Prohibits a defense to a homicide charge that the identity of the person an offender tried to kill cannot be established (Sec. A).

• Specifies that if the state proves beyond a reasonable doubt that the offender had a requisite mental state toward a specific person or general class, that intent shall be transferred to a person who is killed by the offender while said mental state existed (Sec. A).
