Title: Amends Requirements Relating to the Culpable Mental State Necessary for a Homicide Offense
Vote to pass a bill that amends requirements relating to the culpable mental state necessary for a homicide offense.
Prohibits a defense to a homicide charge that the identity of the person an offender tried to kill cannot be established (Sec. A).
Specifies that if the state proves beyond a reasonable doubt that the offender had a requisite mental state toward a specific person or general class, that intent shall be transferred to a person who is killed by the offender while said mental state existed (Sec. A).
Specifies that the provisions of this bill shall take effect upon passage and approval by the governor (Sec. A).
