Title: Establishes a Committee to Oversee Election Operations

Vote to pass a bill that establishes a committee to oversee election operations.

Highlights:

 

  • Requires that any federal regulations adopted after this Act that seeks to modify any voter registration or election administration laws only be applicable to federal elections held in the state (Sec. 1).

  • Requires that a federal law that would modify voter registration or elections administration laws enacted by the Legislature to be made by the Attorney General, with concurrence of the Secretary of the State Election Board (Sec. 1).

  • Establishes a committee to propose changes to the conducting elections for state, county, and non-federal offices (Sec. 1).

  • Requires that a report of proposed recommendations be submitted to the President Pro Tempore of the Senate, Speaker of the House of Representatives, and the Governor within 60 days of a determination (Sec. 1).

  • Requires that for the recommendations to become operative, for them to be enacted by the Legislature in the same manner as other legislation (Sec. 1).

  • Authorizes, in the case that the Legislature is not in session, the committee to temporarily modify election dates and deadlines to ensure that no other election in the state is held on the same day as a special or regular election for federal office (Sec. 1).

  • Requires that the committee be made up of 11 members as follows (Sec. 1):

  • 4 members of the State Senate, one a member of the minority party, appointed by the President Pro Tempore;

  • 4 members of he House of Representatives, one a member of the minority party, appointed by the Speaker of the House;

  • The Attorney General or a designee;

  • Chair of the District Attorneys Council or a designee;

  • The Governor or a designee.

  • Requires the Secretary of State Election Board or a designee, and a secretary of a county election board designated by the Secretary attend committee meetings in an advisory capacity (Sec. 1).

  • Requires that the President Pro Tmepore and Speaker of the House designate a co-chair of the committee from among its members from their respective houses (Sec. 1).

  • Requires that a minimum of 6 members be present for meetings and for an agenda for each meeting be set by the co-chairs and be made available to the public by posting to the Senate and House websites 24 hours prior to the meeting (Sec. 1).

  • Requires that the committee provide recommendations to the Legislature within 2 weeks after the first meeting (Sec. 1).

  • Requires that this Act go into effect on November 15, 2023 (Sec. 2).
