Title: Amends Firearms Statutes and Prohibits the Discharging of Firearms in Residential Areas

    • Contractors or subcontractors engaged in the manufacture and sale of lawful experimental activities under a contract for the development and supply of the product to the United States government or any branch of the Armed Forces; and

    • Sales clerks and retail merchants selling or transferring prepackaged explosive components.

  • Specifies that a person commits unlawful sale or delivery of prepackaged explosive components when they knowingly does any of the following (Sec. 24):

    • Sells to a person disqualified under the Firearm Owner’s Identification Card Act;

    • Sells to a person who does not display to the seller an unexpired Firearm Owner’s Identification card issued by the Department of State Police; and

    • Sells while engaged in the business of selling prepackaged explosive components at wholesale or retail without being licensed as a federal firearms dealer.

  • Requires that upon entry of an order of protection prohibiting firearm possession, the court issues a seizure order of any firearm in the possession of the respondent (Sec. 30).

  • Establishes a program for first-time non-violent offenders charged with certain possession offenses (Sec. 35).

  • Requires that the program be at least 6 months and no longer than 18 months in length (Sec. 35).

  • Authorizes the program to require the defendant to (Sec. 35):

    • Obtain employment;

    • Attend educational courses designed to prepare the defendant for obtaining a high school diploma or completing a vocational training program;

    • Refrain from having themselves in the presence of any prohibited illicit drug, unless prescribed by a physician, and to submit blood or urine samples for tests;

    • Perform community service;

    • Pay all fines and fees; and

    • Comply with other reasonable conditions imposed by the court.

  • Authorizes prohibiting a respondent from possessing any firearm during the duration of their order if the order restrains the person from abusing the petitioner or if the person is found to be a credible threat to the petitioner (Sec. 214).
