Specifies that a measure proposed by initiative will not be put forward unless it is signed by not less than five percent of the qualified electors in the state (Sec. 1).
Specifies that a constitutional amendment proposed by initiative may only be presented by a petition signed by qualified voters equal in number to at least ten percent of the total votes cast for Governor in the last gubernatorial election (Sec. 1).
