Title: Establishes Cannabis Policy and Finances
Vote to pass a bill that establishes cannabis policy and finances.
Defines 72 terms relating to cannabis products and sales (Section 1).
Establishes the Office of Cannabis Management (Section 2, Subdivision 1) and defines the office’s responsibilities:
Promote public health and welfare;
Protect public safety;
Eliminate illicit market for cannabis;
Meet market demand for cannabis; and
Prioritize growth and recovery in communities that have experienced a disproportionate and negative impact from cannabis prohibition.
Specifies the powers of the Office of Cannabis Management.
Transfers medical cannabis program powers and duties from the Department of Health to the Office of Cannabis Management (Section 2, Subdivision 3).
Authorizes the Office of Cannabis Management and the Commissioner of Agriculture to enter into interagency agreements to ensure edible cannabis products are manufactured and inspected in a proper manner (Section 2, Subdivision 4).
Requires the Office of Cannabis Management to establish a Division of Social Equity (Section 2, Subdivision 8).
Establishes a Cannabis Advisory Council, consisting of the following members(Section 2, Subdivision 4):
Director of the Office of Cannabis Management;
Commissioner of employment and ecomomic development;
Commissioner of revenue;
Commissioner of health;
Commissioner of human services;
Commissioner of public safety;
Commissioner of human rights;
Commissioner of labor;
Commissioner of agriculture;
Commissioner of the Pollution Control Agency;
Superintendent of the Bureau of Criminal Apprehension;
The Colonel of the State Patrol; and
The director of the Office of Traffic Safety in the Department of Public Safety.
Requires that cannabis retail businesses must register with its local government and requires the local government to do compliance checks on every cannabis business with registrations in their region(Section 2, Subdivision 4).
Authorizes local governments to suspend cannabis business’ registration if they are not in compliance with the requirements (Section 2, Subdivision 4).
