  • Defines “blanks” as a cartridge consisting of a primer cap, a shell case, and a quantity of gunpowder, but not does not contain a projectile (Sec. 1).

  • Defines “ammunition” as one or more loaded cartridges consisting of a primed case, propellant, and with one or more projectiles, and does not include blanks (Sec. 1).

  • Specifies that the aforementioned provisions of this bill shall become operative and effective January 1, 2025 (Sec. 1).
