Title: Establishes Extra Occupational Safety Measures on Motion Picture Sets
Vote to pass a bill that establishes extra occupational safety requirements on motion picture sets.
Establishes the Safety on Productions Pilot Program, beginning January 1, 2025 and ending June 30, 2030 that would require motion picture employers that receive a motion picture tax credit to hire or assign a qualified safety advisor for California filming activities to perform a risk assessment (Sec. 1).
Requires that the qualified safety advisor be present on every motion picture production and conduct daily safety meetings when firearms are involved (Sec. 1).
Authorizes the use of firearms or blanks on motion pitcture productions for specified purposes and requires qualified property masters, armorer, or assistant property master handling a firearm in the course of the motion picture have a specified permit and federal documentation and completed certain training programs (Sec. 1).
Prohibits ammunition on a motion picture production, except in prescribed circumstances (Sec. 1).
Defines “blanks” as a cartridge consisting of a primer cap, a shell case, and a quantity of gunpowder, but not does not contain a projectile (Sec. 1).
Defines “ammunition” as one or more loaded cartridges consisting of a primed case, propellant, and with one or more projectiles, and does not include blanks (Sec. 1).
Specifies that the aforementioned provisions of this bill shall become operative and effective January 1, 2025 (Sec. 1).
