Vote to concur with senate amendments and pass a bill that amends renewable energy codes in Virginia.

Highlights:

• Authorizes the Department of Forestry to convene an advisory panel to examine the following types of materials for biomass-fired electric generating units, including (Sec. ):

• Forest-related materials;

• Agricultural-related materials; and

• Solid woody-waste materials.

• Specifies that the aforementioned panel shall consist of representatives from the following, including (Sec. ):

• The Department of Environmental quality; 

• The Department of Energy; and

• The Virginia Cooperative Extension.

• Requires the panel to look into best management practices for sustainable harvesting of biomass, including a life-cycle carbon analysis, and develop a plan no later than December 1, 2023 (Sec. 1).
