    • Was brought by the patient who received gender-affirming care or their legal representative.

  • Prohibits a police officer from arresting any person aiding or performing gender-affirming care, or anyone procuring or aiding in the procurement of gender-affirming care so long as the gender-affirming care is performed in accordance with the provisions of any other applicable state law (Sec. 5).

  • Prohibits the governor from recognizing any demand for extradition of a person subject to criminal liability based on the alleged provision, support, or conspiracy liability for gender-affirming care lawfully performed in New York, unless the executive authority of the demanding state alleges in writing that the accused was present in the demanding state at the time of the commission of the alleged offense, and that afterwards, they fled from that state (Sec. 6).

  • Defines gender-affirming care as any type of care provided to a person to affirm their gender identity or expression (Sec. 7).

  • Specifies that surgical interventions on minors with variations in their sex characteristics which are not sought and initiated by the individual patient is not gender-affirming care (Sec. 7).
