A vote to pass and amend a bill for capital improvements and bonds funding for numerous projects

Highlights:

• Specifies that School districts and charter schools may use allocations from the School Safety and Security Fund for expenditures related to increase general safety and security purposes at school extracurricular events and other purposes (Sec. 1). 

• Requires school districts to provide a 60/40 state/local share for the Enhanced Minor Capital Improvements state amounts appropriated previously (Sec. 2).

• Requires school districts to remediate lead contaminated drinking water infrastructure with the funds from the Enhanced Minor Capital Improvements allocated funds (Sec. 2). 

• Establishes one time reimbursements for the following projects (Sec. 4):

• Georgetown police department operations of an unmanned aerial vehicle;

• Kent country purchases for the DE Turf Sports Complex;

• Permanent wood barricades in New Castle County; 

• Parker run Homeowners association up to $865 for steel signage;

• Rehoboth Beach Volunteer Fire Company in  an amount up to $76,000 for the reimbursement of a service vehicle and equipment;

• Western Sussex Boys and Girls club in an amount of $40,000 for repair and restoration purposes. 

• Appropriates funds for the Department of Transportation (Sec. 6). 

• Authorizes the state OMB to utilize Absalom Jones performing arts center funding to complete facility drainage project costs (Sec. 7). 

• Authorizes the OMB to donate to the University of Delaware, the DSHS, and other causes (Sec. 8). 

• Authorizes the construction of new athletic fields at the New Castle County Vocational Technical School District (Sec. 10). 

• Authorizes a demolition project involving poultry houses (Sec. 11). 

• Authorizes the Fort DuPont Redevelopment and Preservation Corporation to utilize funds for capital projects (Sec. 13).. 

• Appropriates funds for the Bayshore Drainage Improvements project (Sec. 14).

• Authorizes the OMB to establish a pilot program for Community Workforce Agreements as part of large public works projects for disadvantaged businesses with a minority workforce requirement  (Sec. 15).
