Title: Amends Various State Election Laws and Policies

Vote to override a governors veto and pass a bill that amends various state election laws and policies.

Highlights:

  • Extends the deadline for absentee ballots on election day (Sec. 1); and

    • Requires that the ballots must be received by the poll closing time (Sec. 1). 

  • Prohibits the post marking of ballots after election day (Sec. 1). 

  • Requires that the clerk of superior court keep the records of those excused or who requested to be excused for 2 years (Sec. 3); or 

    • Establishes that a person disqualified from jury duty because they are not a United States citizen should have their information, including their name, address, and date of birth reported to the State Board of Election by the clerk of the superior court on a quarterly basis so that they can be removed from the voter rolls (Sec. 3); and 

    • Specifies that the county board of elections, when it receives a report that a non-citizen is on the voter rolls, must give them 30 days of written notice prior to removing their name from the voter rolls. (Sec. 4); or 

    • Establishes that if the voter objects to the removal of their name the county board should enter a challenge (Sec. 4).

  • Specifies that if anyone that is not a member of the state or country board of elections or the state government affixes or prints a barcode on an absentee ballot they will be guilty of a misdemeanor (Sec. 5). 

  • Establishes that for same day registration, anyone eligible to vote can register in person and then vote with a provisional ballot (Sec. 6); and 

    • Specifies that their address must be verified upon providing a copy of a current utility bill, bank statement, government check, paycheck, or other government document showing the name and address of the voter at the county board of elections where the voter resides (Sec. 6).

  • Requires a two factor authentication process for absentee ballots (Sec. 20).

NOTE: A THREE- FIFTHS MAJORITY OF THE ELECTED MEMBERS IS REQUIRED TO OVERRIDE A GOVERNOR'S VETO.
