Vote to adopt a conference report and pass a bill that authorizes school employees to carry concealed weapons on campus if they have a concealed-carry license, complete firearms training from a law enforcement agency and are trained in CPR and first aid.

Highlights:

  • Authorizes school employees to carry concealed weapons on campus if they meet all of the following, including (Sec. 1):

    • Have a concealed-carry license;

    • Complete firearms training from a law enforcement agency; and 

    • Are trained in CPR and first aid.

  • Requires that the aforementioned firearm training, at minimum, include the following (Sec. 1):

    • An instructional course developed by the Department of Public Safety;

    • A criminal background check;

    • A psychological screening;

    • A shooting proficiency test; and

    • An annual recertification training.

  • Requires the commissioner, in consultation with the Mississippi Association of Chiefs of Police and the Mississippi Sheriffs' Association, be responsible for establishing guidelines for active shooter response situations (Sec. 2).

  • Specifies that the provisions of this bill shall take effect July 1, 2023 (Sec. 5).
