Requires a suspension or expulsion from a charter school or a university for gifted pupils to be consistent with such punishments in certain public schools (Sec. 1).

Authorizes the superintendent to require implementation of an alternative plan for restorative discipline if the school fails to take certain actions relating to disproportionality in pupil discipline (Sec. 1).
