Title: Requires Replacement of Lead Pipes
Vote to pass a bill that requires the replacement of lead pipes in Rhode Island.
Requires that utilities develop an inventory of service lines no later than 2024 (Sec. 2).
Specifies that the inventory must include the following items (Sec. 2):
Lead service lines;
Non-lead service lines; or
Service lines whose status is unknown.
Requires that the utility deliver said inventory to the Rhode Island Infrastructure bank, the state, and also posted to the utilities website (Sec. 2).
Requires utilities to point out and identify lead and galvanized pipes and utilize several methods in identifying said pipes (Sec. 2).
Requires utilities to notify property owners, tenants, and others about the lead lines in the area (Sec. 2).
Requires the utility to develop a plan to remove the lead service lines with the Department of Health and the Infrastructure bank (Sec. 2).
Specifies that the Department, Utility, and the Infrastructure bank will develop a cost estimate for the removal of said lead pipes (Sec. 2).
Specifies that water utilities may reach out to local advocacy and non-for-profit groups in determining the location and quantity of lead pipes (Sec. 2).
