Title: Prohibits Certain Topics From Being Discussed in Public Schools

Vote to pass a bill that prohibits certain topics from being discussed in public schools.

Highlights:

  • Establishes that the general assembly believes that students should have a positive learning environment that leaves them prepared for college and that students and parents have the right to voice objections if they view that they are presented with information that is biased towards a particular ideology (Sec. 1). 

  • Prohibits the following concepts from being discussed, taught, or promoted in the course of instruction (Sec. 2): 

    • One sex, race, ethnic group, color, or national origin is superior to another group;

    • A person by virtue of race, sex, color, ethnic group, or national origin, is inherently racist, privileged, racist, sexist, or oppressive to another;and 

    • An individual should be discriminated against or receive adverse treatment because of the above categories;

    • The moral character of an individual is determined by the above categories;and

    • A person bears responsibility for the actions committed by individuals of the same above categories;

    • Meritocracy is a racist or sexist principle and that it belongs only to one religious group; and

    • Fault or blame should be assigned to members of the above categories.

  • Requires that material represented in school libraries both printed and electronic be both age and grade appropriate (Sec. 2).

  • Prohibits students, teachers, administrators, staff members, or other school personnel from attending any presentation, instruction, or demonstration concerning gender, gender expression, gender identity, gender stereotypes, sexual orientation, or anything regarding sexual relationships unless it is mandated by a corrective action plan or is allowed by a parent of a student voluntarily (Sec. 2). 

  • Specifies that this does not prohibit the teaching of the following items (Sec. 2):

    • The history of an ethnic group; 

    • A fact based discussion of controversial aspects of history;

    • The history of slavery; and

    • Historical oppression of a particular group. 

  • Requires the department of education to develop a complaint form to address infractions of the above (Sec. 2). 

  • Requires a statement on the school’s website about a parents right to review curriculum (Sec. 2).

  • Requires that schools post information regarding curriculum and instructional materials 7 days prior to the beginning of the school year (Sec. 5). 

  • Prohibits schools from receiving material that could be considered to be pronographic (Sec. 2).
