Vote Smart's Synopsis:

Vote to pass a bill that amends state rules concerning the purchasing of zero emissions vehicles.

Highlights:

• Requires each state agency to make rules that require during the procurement for the purchase or lease of zero emission vehicles and/or charging or fueling infrastructure the parts are produced or made in whole or substantial part within the united states and that the final assembly is done within the United States (Sec. 1). 

• Authorizes the commissioner of general services, in consultation with the New York state energy research and development authority can waive the above requirement if they determine that it will not be in the public interest, would result in unreasonable much cost, or if they determine that obtaining parts within the united states would raise the price of zero emission vehicles to an unreasonable cost (Sec. 1). 

• Specifies that nothing in this act should alter the rights or benefits of employees of the state or any agency (Sec. 1). 

• Specifies that this act should not result in the discharge, displacement, partial displacement, the impairment of current collective bargaining agreements, the transfer of existing duties, or the transfer of any future duties for any current employees of the state or any agency (Sec. 1). 

• Requires each state agency to create a report that lays out the number of jobs substantially changed, number of jobs gained, identifies gaps in the current workforce, creates a plan to train, transition, or train employees, and creates a comprehensive budget (Sec. 1). 

• Requires that prior to the initial procurement process for zero emission vehicles, the office of employee relations, in consultation with the state agencies involved, inform the employees' collective bargaining representative of any potential impact on its members or unit (Sec. 1).
