  • Appropriates $10,510,000 for financial payable awards created by the new program (Sec. 4). 

  • Specifies that in the future $10,510,000 will be the maximum amount of money allocated for the awards payable program (Sec. 5).

  • Specifies that this act goes into effect on its passage (Sec. 6).
