Title: Prohibits State Extradition of Minors Seeking Gender Affirming Care

Highlights:

  • Prohibits state courts or officials from complying with child removal requests, extraditions, arrests or subpoenas related to gender-affirming health care that a person receives in Minnesota from another state or jurisdiction (Sec. 1).

  • Defines “gender-affirming health care” as medically necessary health care or mental health care that respoects the gender identy of the patient, as experienced or defined by the patient, and may include, but is not limited to (Sec. 5):

    • Interventions to suppress the development of endogenous secondary sex characteristics;

    • Interventions to align the patients appearance or physical body with the patients gender identy;

    • Interventions to alleviate the patient’s symptoms of clinicaly significant distress resulting from gender dysphoria as defined by the current version of the Diagnostic and Statistical Manual of Mental Disorders; and

    • Developmentally appropriate exploration and integration of the patients gender identiy, reduction of the patients distress, adaptive coping, adn strategies to increase family aacceptance of the patients gender identity.

  • Specifies that this bill shall take effect immediately upon passage and approval by the governor (Sec. 1).
