Title: Requires the Texas Public Utility Commission (PUC) Establish a Cost Cap to Reduce Transmission Costs for Consumers
Vote to pass a bill that requires the Public Utility Commission of Texas (PUC) to establish a cost cap for generation interconnection costs to reduce transmission costs for consumers.
Requires the Public Utility Commission of Texas (PUC) to establish a reasonable cost cap allowance applied on a megawatt basis for generation interconnection costs incurred to directly with the ERCOT transmission system(Sec. 1).
Requires the aforementioned allowance be designed to reduce transmission costs for consumers and take into account the following, including (Sec. 1):
The average historical dispatchable generation interconnection costs; and
The reliability impact to the grid of the interconnecting resource and whether the interconnecting resource increases reliability or volatility in managing the grid.
Specifies that this bill shall take effect September 1, 2023 (Sec. 2).
