Vote to pass a bill that prohibits purchasing a firearm on behalf of someone who is not allowed or intends to use in a crime.
Specifies that the unlawful purchase or transfer of a firearm occurs when somebody knowingly buys, transfers or conspires to purchase or transfer of a firearm on behalf of a person they know is a felon or somebody who will use, carry, possess, sell or otherwise transfer the firearm to commit a felony or misdemeanor involving a firearm (Sec. 1).
Classifies the unlawful purchase or transfer of a firearm as a fourth degree felony (Sec. 1).
