Vote to pass a bill that establishes legal sports betting across the state.

Highlights:

• Establishes the sports wagering administration fund within the State Treasury (Sec. 1). 

• Establishes a rolling account known as the Kentucky problem gambling assistance account within the State Treasury (Sec. 2). 

• Requires the racing commission to create a system of sports waging for their fans that follows all state and federal laws (Sec. 4). 

• Authorizes sports wagering both online and in-person for race tracks with the proper licensing (Sec. 4). 

• Sports wagering licensees and service providers that accept wagers online must impose the following requirements (Sec. 4): 

• Registration of the patron's sports wagering account with the operating sports wagering licensee or service provider prior to the placing of a wager online; 

• Ensuring that the person meets all the requirements needed to place a wager with a sports wagering licensee or service provider in this state; and 

• Must verify the identity of the person before they can make a bet; 

• Requires sports wagering licensee or service provider to implement reasonable procedures to ensure that nobody under 18 has access to sports wagering either in person or online (Sec. 4). 

• Requires the account registration process created by a sports wagering licensee or service provider have a mechanism to verify the following (Sec. 4): 

• The name and age of the patron; 

• That the patron is not prohibited from placing a wager for any reason; 

• A physical address other than a post office box; 

• A phone number; 

• An email address; and

• A unique username 

• Authorizes sports waging on the following events (Sec. 5): 

• Professional sporting events; 

• NCAA and IA sanctioned college sports; 

• Ameature sporting events; 

• International sporting events, like the olympics and the world cup; 

• Electronic sports, e-sports, and other competitive video game events; and 

• Any other event authorized by the racing commission.
