Vote to pass a bill that specifies reporting and disclosure requirements for grassroots lobbying expenditures by increasing the dollar amount that triggers reporting to the Secretary of State's Office.

Highlights:

  • Requires those who have made expenditures more than $5,000 in a 3-month period or $1,000 in a one-month period and in programs that are meant to address the public and influence legislation in any way must register and report as a sponsor of a grass root campaign (Article 1).

  • Requires those registering as a sponsor of a grass root campaign must file a registration statement with the Ethics Commission within 30 days (Article 1). 

  • Specifies that registration must include the following (Article 1): 

    • The sponsors name, address, and business or occupation;

    • The names, addresses, and business or occupation of all those working within the campaign and the terms of their compensation;

    • The names and addresses of all those contributing $1,000 or more in funds raised directly for the campaign; 

    • The specific legislation, rules, rates, standards or proposals that is the purpose of the campaign; and 

    • An up to date list of all the campaign’s total expenditures. 

 

  • Requires every registered sponsor to file reports with the commission (Article 1). 

  • Requires that once the campaign is terminated the sponsor file a notice of termination within their monthly report (Article 1). 

  • Requires that the notice of termination include the totals of all contributions and expenditures made on behalf of the campaign (Article 1).
