Highlights:

Establishes a 3-day waiting period to purchase firearms in order for the completion of a required background check on the purchaser of the firearm (Sec. 3).

Specifies that delivering a firearm prior to the completion of the aforementioned 3-day waiting period is a civil infraction with a fine of up to $500 for first offense, and up to $5,000 for any subsequent offense (Sec. 3)
