Title: Authorizes Parents to Provide Driver's Training to Children
Vote to pass a bill that authorizes parents to provide driver's training to children.
Requires all students enrolled in a class D driver's training course to pay a nonrefundable fee of $15 and all those who participate in parent-student driver's training program shall pay a nonrefundable fee of $10 (Sec. 1).
Requires that the money from these divided up as such (Sec. 1):
$5 should go to the state high-way account;
$5 should go to county current expense fund; and
The additional $5 for everyone enrolled in a drivers ed course shall be either in the driver training account if the person is taking drivers ed through a public school or paid to the division of occupational and professional licenses if the person is taking drivers ed through a private training program.
Requires the class D driver's training instruction permit be made out to the instructor of the course or the qualifying parent or legal guardian (Sec. 1).
Authorizes drivers training by a qualifying parent or legal guardian (Sec. 1).
Specifies that a parent or legal guardian is qualified to provide parent-student driver's training if (Sec. 1):
The parent or legal guardian possesses a valid Idaho driver’s license that permits unaccompanied driving;
The parent or legal guardian’s license has not been suspended, revoked, or canceled within the last 2 years; and
The parent or legal guardian has not been disqualified from holding a driver license within the last 2 years.
Specifies that if at any point of the students education the parent or legal guardian’s license becomes suspended, revoked, or canceled or if a parent or legal guardian becomes disqualified from holding an Idaho driver's license they will no longer be qualified (Sec. 1).
Requires that parent-student driver's training include (Sec. 1):
92 total hours over a period of no less than 6 months;
No less than 50 hours of street or highway driving; and
No less than 10 hours of driving after sunset or before sunrise.
Requires that the parent or legal guardian keep a log shall maintain and submit a log to the county driver's license office containing the dates the lessons were conducted and details regarding what was included in the lesson (Sec. 1).
Specifies that a student may receive parent-student driver's training from more than one qualified parent or legal guardian (Sec. 1).
