Title: Amends the Reedy Creek Improvement District for Orange and Osceola Counties
Vote to pass a bill that amends the Reedy Creek improvement district for Orange and Osceola Counties.
Requires the Reedy Creek Improvement District be renamed to "Central Florida Tourism Oversight District” within the next two years (Sec. 1).
Specifies that the District will remain a public corporation of the State (Sec. 1).
Establishes the The Board of Supervisors of the Central Florida Tourism Oversight District (Sec. 4):
This board is to act as the governing body of this district;
This board is to consist of five members appointed by the Governor and approved by the senate;
This board will have one designated chair of the board of supervisors and one designated vice chair; and
The members of this board will serve four year terms.
Requires all board member nominees be Florida residents (Sec. 4).
Prohibits someone becoming a board member if they or their relatives have worked for any theme park in any capacity within the last 3 years (Sec. 4).
Requires that once a month meetings be held in an open forum with the majority of the members present and information regarding these meetings be given in a reasonable time frame (Sec. 4).
Authorizes the board to create and enforce reasonable rules regarding meetings and membership (Sec. 4).
Requires the board to keep a book entitled "Record of Governing Board of Central Florida
Tourism Oversight District” containing minutes of all meetings, resolutions, proceedings, certificates, bonds given by all employees, and any and all corporate acts and they also must keep a website for public access (Sec. 4).
Requires the board to submit a report to the Department of Financial Services and a public facilities report annually
Requires that all powers and duties of the district be done through the board of directors including (Sec. 7):
Hiring engineers, contractors, consultants, attorneys, auditors, agents, employees, and representatives as needed;
Adopting bylaws, rules, resolutions, and orders regarding representatives of the district, business of the district, and district projects;
Entering any property, land, or water within the district that is subject to due process of private property;
Adopting all documents, performing all duties, and executing all contracts the bored deems necessary;
Purchasing and maintaining insurance necessary for the district;
Examining and authorizing any district official to look over the county's tax roll in regards to assessed and real value of property in the district; and
Adopting and enforcing employment and personnel policies governing employees.
