Vote Smart's Synopsis:

Vote to pass a bill that appropriates funding to support abortion centers and reproductive freedom throughout the state.

Highlights:

• Establishes a reproductive freedom and equity grant program within the department of public health to ensure access to abortion care in the state of New York (Sec. 3). 

• Requires the program to provide the money to abortion providers and organizations both nonprofit and government entities that's primary purpose is to aid in finding access to abortion care (Sec. 3). 

• Requires the governor to include an appropriation in the executive budget or find funding elsewhere to support the program (Sec. 3).  

• Authorizes the commissioner to hand out the funds if they takes into consideration the following (Sec. 3): 

• Increasing access to abortion care by growing the ability of abortion care providers to meet current abortion care needs; 

• Funding uncompensated care in order to keep abortion care affordable; and 

• Addressing practical support needs of those looking for abortion care. 

• Requires the department to contact a wide range of experts while setting up the program to ensure the program is reflective of current need (Sec. 3). 

• Prohibits the department from requesting, requiring, or otherwise regulating personal information of patients of the organizations receiving money (Sec. 3). 

• Requires all organizations receiving money from this program to take all possible steps in keeping patient confidentiality (Sec. 3).
